    On page 1, line 2 of the title, after "permits;" insert "and" and after "46.16.381" strike "; and creating a new section"

EFFECT:  Eliminates the null and void clause.  If the null and void clause remains, and there is no specific appropriation in the budget, the requirement to provide photo special identification cards for persons with disabled parking permits would be required.  This would be a much greater expense to the department.
