    Strike everything after the enacting clause and insert the following:

    "NEW SECTION. Sec. 1.  A new section is added to chapter 28A.400 RCW to read as follows:

    Classified and certificated employees shall not expend leave for illness, injury, or emergencies or accrue such leave or any other compensation during the time an employee engages in a strike, work stoppage, work slowdown, or other job action.  During a strike, work stoppage, work slowdown, or other job action, a school district board of directors may require a signed statement from a licensed health care provider that an employee's absence was due to illness or injury."
