On page 190, after line 10, insert the following:

    "NEW SECTION. Sec. 902.  MOTOR VEHICLE ACCOUNT.  Thirty percent of the total revenue received from the sales and use tax derived from the sale or use of new and used motor vehicles is transferred to the motor vehicle account to carry out the purposes of the account. It is the intent of the legislature that sixty-five percent of these revenues be transferred in the 2003-05 biennium, and one-hundred percent be transferred in the 2005-07 biennium, such that all sales and use tax revenue on motor vehicles is used for transportation needs by the end of fiscal year 2007."

    Renumber the sections consecutively and correct any internal references accordingly.
