    On page 4, beginning on line 30, strike "unfunded actuarial accrued  liabilities of the public retirement systems under chapter 41.45 RCW, and for other one-time costs of the state" insert "unfunded actuarial accrued  liabilities of plan 1 of the teachers' retirement system"

EFFECT: Restricts the use of the LEOFF surplus assets.  The assets may be used solely to pay the unfunded liabilities in plan 1 of the teachers' retirement system.
