    On page 5, after line 31, insert the following:

    "(4) This section shall not take effect until submitted as a ballot proposition to the voters within the boundaries of a regional transit authority and approved by a majority vote of the people at an election."

EFFECT: Requires that a public vote be taken within the boundaries of Sound Transit prior to the limitations on Sound Transit's contracting out taking effect.
