    On page 1, after the enacting clause, insert the following:

 

    "NEW SECTION.  Sec. 1.  The legislature finds that Washington's transportation system is in crisis, and that the revenues available fall short of meeting all of the state's transportation needs.  The legislature desires that all modes of transportation maximize revenues by undertaking efficiencies and partnering with the private sector when that sector can provide services more economically than the government acting alone.  Contracting out services where it is cost effective to do so is one means of maximizing each transportation dollar, and public transportation authorities should continue to contract out to provide services to the public when it is fiscally responsible to do so."

 

 

    Renumber the sections consecutively and correct any internal references accordingly.

EFFECT: Adds an intent section recognizing a transportation crisis, highlighting fiscal constraints, and encouraging contracting out to provide services when it is cost effective to do so.
