    On page 5, after line 31, insert the following:

 

    "NEW SECTION. Sec. 7.  The legislature finds that contracting out may be one means by which transportation authorities can maximize limited transportation dollars and provide the most services to the public possible from limited revenue.  The legislature directs the joint legislative audit and review committee to undertake a review of current contracting out practices among public transportation providers, as well as the contracting out provisions provided in this act, and report to the legislature by December 31, 2002.  At a minimum, this report shall include a cost benefit analysis of contracting out, potential savings associated with contracting out, additional costs associated with contracting out, and case studies of public transportation services which have been contracted out in Washington to date.   In order to provide time for this review to be completed and the legislature to review its findings, sections 1 through 6 of this act shall not take effect until March 1, 2003."

 

    Renumber the sections consecutively and correct any internal references accordingly.

EFFECT: Requires that JLARC do a cost-benefit analysis on the cost effectiveness of contracting out prior to the limitations in the bill taking effect.
