    On page 7, beginning on line 1, strike all material through "program." on line 2, and insert "Both tenants and landlords have the right to require the other party in a dispute to participate in the program.  If a mediator or arbitrator determines that a landlord or tenant has brought a complaint against another party that is frivolous, unreasonable, or groundless, he or she may dismiss the complaint and may grant any remedy or relief to the prevailing party that he or she deems appropriate."

EFFECT:  Both landlords and tenants can require another party to participate in mediation and arbitration.  Mediators and arbitrators may grant remedies if a complaint is frivolous, unreasonable, or groundless.
