    On page 64, line 11, increase the general fund--state appropriation for fiscal year 2003 by $2,017,000 and adjust the totals accordingly.

 

    On page 64, line 13, increase the general fund--federal appropriation by $2,017,000 and adjust the totals accordingly.

 

    On page 67, after line 28, insert the following: "(j) From funds appropriated in this section, the department shall increase compensation for individual and for agency home care providers.  Payments to individual homecare workers are to be increased to $8.18 per hour on July 1, 2002.  Payments to agency providers are to be increased to $14.00 per hour on July 1, 2002.  All but 20 cents per hour of the July 1, 2002, increase to agency providers is to be used to increase wages for direct care workers.  The appropriations in this section also include the funds needed for the employer share of unemployment and social security taxes on the amount of the wage increase required by this subsection."

 

    On page 69, line 8, increase the general fund--state appropriation by $7,839,000 and adjust the totals accordingly.

 

    On page 69, line 10, increase the general fund--federal appropriation by $7,881,000 and adjust the totals accordingly.

 

    On page 72, after "July 1, 2001" on line 20, insert ", and to $8.18 per hour on July 1, 2002".

 

    On page 72, line 22, strike "$13.44" and insert "(($13.44)) $14.00".

 

    On page 72, after "providers" on line 23, insert ",and all but 20 cents per hour of the July 1, 2002, increase to agency providers,".

 

    On page 212, after line 28, insert the following:

 

    "NEW SECTION.  Sec. 709.  A new section is added to 2001 2nd sp.s. c 7 (uncodified) to read as follows:

    CONSULTING CONTRACTS REDUCTION.  The director of financial management shall reduce allotments from general fund--state appropriations in this act for the 2001-2003 biennium by $10,000,000 to reflect the elimination of nonessential consulting contracts by state agencies.  The amount of the allotment reduction shall be placed in reserve status."

 

    Renumber the sections consecutively and correct any internal references accordingly.

EFFECT: Provides $9.856 million general fund state and $9.989 million general fund federal for a 50 cent per hour wage increase effective July 1, 2002 for individual and agency providers of in-home care.  Consulting contracts are reduced by $13 million.
