    On page 192, after line 5, insert the following:

    "(13) The trustees of the board for state community and technical colleges shall conduct or have conducted an ethical audit of the state board office and each college district with respect to the handling of state business materially affecting part-time faculty.  An audit report shall be provided to the Legislature by December 15, 2002."
