    On page 213, after line 8, insert the following:

    "(3) During the balance of the 2001-2003 biennium, the state shall follow the "pay as you go" fiscal policy as required by RCW 43.88.110(8).  Any time actual monthly revenues fall short of expenditures, the governor must enact across the board cuts sufficient to cover the shortfall."

EFFECT: Requires the state to adopt a "pay as you go" approach to spending.
