    On page 212, strike line 14 through 28 and insert the following:

    "NEW SECTION.  Sec. 707.  A new section is added to 2001 2nd sp.s. c 7 (uncodified) to read as follows:

    MISCELLANEOUS GOODS AND SERVICES.  The director of financial management shall reduce allotments from general fund‑-state appropriations in this act for the 2001-2003 biennium by $200,000,000 to reflect a seventeen percent reduction in expenditures from the 1999-01 biennium.  The amount of the allotment reduction shall be placed in reserve status.

 

    NEW SECTION.  Sec. 708.  A new section is added to 2001 2nd sp.s. c 7 (uncodified) to read as follows:

    FURNISHINGS AND EQUIPMENT PURCHASE REDUCTION.  The director of financial management shall reduce allotments from general fund‑-state appropriations in this act for the 2001-2003 biennium by $60,000,000 to reflect a freeze on state agency equipment purchases for the remainder of the 2001-03 biennium.  The amount of the allotment reduction shall be placed in reserve status.

 

    NEW SECTION.  Sec. 709.  A new section is added to 2001 2nd sp.s. c 7 (uncodified) to read as follows:

    EMPLOYEE TRAVEL REDUCTION.  The director of financial management shall reduce allotments from general fund‑-state appropriations in this act for the 2001-2003 biennium by $22,000,000 to reflect the elimination of non-essential travel by state employees and officials.  The amount of the allotment reduction shall be placed in reserve status.

 

    NEW SECTION.  Sec. 710.  A new section is added to 2001 2nd sp.s. c 7 (uncodified) to read as follows:

    CONSULTING CONTRACTS.  The director of financial management shall reduce allotments from general fund‑-state appropriations in this act for the 2001-2003 biennium by $13,000,000 to reflect a seventeen percent reduction on such expenditures from the 1999-01 biennium.  The amount of the allotment reduction shall be placed in reserve status.

 

    NEW SECTION.  Sec. 711.  A new section is added to 2001 2nd sp.s. c 7 (uncodified) to read as follows:

    TRAINING RETREATS AND CONFERENCES.  The director of financial management shall reduce allotments from general fund‑-state appropriations in this act for the 2001-2003 biennium by $7,000,000 to reflect a thirty three percent reduction on such expenditures from the 1999-01 biennium.  The amount of the allotment reduction shall be placed in reserve status.

 

    NEW SECTION.  Sec. 712.  A new section is added to 2001 2nd sp.s. c 7 (uncodified) to read as follows:

    LEGISLATIVE MAILINGS.  The director of financial management shall reduce allotments from general fund‑-state appropriations in this act for the 2001-2003 biennium by $1,000,000 to reflect a reduction of legislators' mailings.  The amount of the allotment reduction shall be placed in reserve status."

 

 

 

    Renumber the sections consecutively and correct any internal references accordingly.

EFFECT: Saves $303 million in general fund state through a reduction of expenditures on goods and services, furnishings and equipment, travel, consulting contracts, training retreats and conferences, and legislative mailings.
