    On page 2, beginning on line 2, after "address" strike all material through "resident" on line 5, and insert "or from directories of Washington residents that are readily available on-line and reasonably reliable"

EFFECT:  This is a technical amendment requested by the Attorney General and the Washington Assoc. of Internet Service Providers.  The amendment narrows the directory source that may be used to determine whether a recipient is a resident of Washington by requiring that the directory of Washington residents be readily available on-line and reasonably reliable.
