Brief Summary of Substitute Bill

$Employees or agents of transit authorities may obtain the driving abstracts of volunteer vanpool drivers in order to evaluate insurance or risk management needs.

$Carriers who have motor vehicle or life insurance in effect on a person may also obtain the driving abstracts of the person.

$Transit authorities may not provide any information from the abstract to a third party.

Background:

 

Under current law transit authorities are unable to obtain certified abstracts of the driving records of volunteer vanpool drivers so that they can assess their insurance and risk management needs.

 

 

Summary of Substitute Bill: 

 

Employees or agents of transit authorities can obtain the certified abstracts of the driving record of volunteer vanpool drivers.  Transit authorities are restricted from divulging any information contained in those abstracts to any third party.

 

 

EFFECT OF SENATE AMENDMENT(S):

 

An insurance carrier who has motor vehicle or life insurance on a person can also obtain the driving abstract on the person

 

Appropriation:  None.

 

Fiscal Note:  Available.

 

Effective Date:  Ninety days after adjournment of session in which bill is passed.

 

Testimony For:  The bill is necessary because it is important to get willing volunteer vanpool drivers on the road before they find other ways to commute.  It is very time consuming getting volunteers to obtain and turn in their own abstracts.
