$Requires the State Board for Community and Technical Colleges to create an electronic job bank on its website to act as a clearinghouse for persons seeking academic teaching positions at the state=s community and technical colleges.

 

$The electronic job bank must include a separate section devoted to advertising part-time academic job openings at the state=s community and technical colleges.

Background:

 

Currently, the State Board for Community and Technical Colleges= (SBCTC) website includes a job opportunity section.  The section has information on full-time positions available in the 30 community and technical college districts located throughout Washington state. 

 

Potential applicants can search the information by position type (faculty or administrative), discipline, college district or geographic region.  If the potential applicant finds a position that he or she is interested in, he or she must submit an application to the individual college and follow the college=s individual recruitment practices. 

 

If there is not a position posted appropriate for an applicant and he or she wants to be contacted when future vacancies are posted in his or her area of interest, the potential applicant may post his or her personal contact information.  This information is available only to the appropriate college human resources staff and the web site manager.  The databank can be searched by the college recruiter staff and will be able to contact the interested job seeker.  The contact information will be automatically retained for one year.

 

 

Summary of  Bill: 

 

A new section is added to the SBCTC chapter of the RCW requiring the creation of an electronic job bank on its website.  This website must be internet accessible and act as a clearinghouse for persons seeking academic teaching positions at the state=s community and technical colleges.  The use of this job bank is not mandatory.

 

The electronic job bank must have a separate section devoted to listing part-time academic positions available at the state community and technical colleges. 

 

At a minimum, the electronic job bank must include an internet link to the following information (if available from the individual community or technical college seeking applicants):

 

A description of the open position; A listing of the required skills and experience required for the open position; and the district offering the open position.

 

The SBCTC must develop a promotional strategy to ensure that potential applicants are aware of the electronic database.

 

 

Appropriation:  None.

 

Fiscal Note:  Available.

 

Effective Date:  Ninety days after adjournment of session in which bill is passed.

 

Testimony For:  This bill highlights and recognizes the importance of part-time faculty at the state=s community and technical colleges.  Moreover, it makes progress and assists the part-timers with little cost to the state.  Usually a part-time faculty member is only aware of open positions at his or her community or technical college.  This would provide an increased awareness of openings among current staff.  It would also help recruit highly qualified faculty applicants from all around the state.
