Background:

 

The state government operates on the basis of a fiscal biennium that begins on July 1 of each odd-numbered year.  The 1999 legislative session enacted a 1999-01 biennial budget for the time period from July 1, 1999 to June 30, 2001.  During the biennial budget period, the Legislature often makes adjustments or corrections to the biennial budget in a supplemental budget.  The 99-01 biennial operating budget appropriated $20.6 billion from the state general fund.  The 2000 supplemental budget appropriated an additional $278 million to increase the biennial budget level to $20.9 billion.

 

 

Summary of  Substitute Bill:

 

Appropriations are modified for the 1999-01 fiscal biennium.  The total appropriation for the 1999-01 fiscal biennium was $37.9 billion, of which $20.9 billion was from the state general fund.

 

The 2001 Supplemental Operating Budget increases appropriations from the state general fund by $194 million.  Total appropriations, including other funds, are increased by $463 million.  $48 million of the total was appropriated from the Emergency Reserve Fund to pay for damage caused by the February 28, 2001 earthquake.
