Brief Summary of Bill

 

$Eliminates or alters requirements for various reports to be made.

Background: 

 

A number of laws have been enacted requiring state agencies to prepare reports.  Some of these reports were one-time reports, while other reports are on-going reports.

 

Legislation was enacted in 1998 eliminating obsolete requirements for over 240 reports to be prepared.  Legislation was enacted in 2000 eliminating requirements for reports to be made, including both obsolete one-time reports that had been completed as well as ongoing reports, and altering a number of reports and studies.

 

Summary of Bill: 

 

The following reports by state agencies are eliminated:

 

$Annual reports by the Office of Financial Management (OFM) on rules adopted under the significant legislative rules  process.

 

$Annual reports by the Department of Social and Health Services (DSHS) on debts due and debts written off by the DSHS under its revenue recovery program.

 

$Annual reports by the OFM on one‑time expenditures by state agencies to improve quality, efficiency, and effectiveness to customers, and one‑time expenditures for related employee training, employee incentives, technological improvements, new work processes, or performance measures.

 

$Quarterly explanations by the OFM of major variations between agency operating expenditures and approved statements of proposed expenditures.

 

$Annual reports required by the DSHS on tubal ligations performed on persons undergoing chemical dependency treatment under a law that does not exist.

 

$Annual reports by the Department of Revenue and Department of Natural Resources on forest land grading, the collection of timber tax revenues, and the distribution of these revenues.

 

$Annual reports by the Department of Agriculture on enforcement under the Washington Pesticide Control Act.

 

$Annual reports by the Department of Agriculture on department activities under the Washington Pesticide Application Act.

 

$Biennial reviews of boards and commissions by the OFM and the preparation of legislation to eliminate or consolidate boards and commissions.

 

$Biennial inventory of mental health plans for children by the OFM and a plan for early periodic screening, diagnosis, and treatment of children by the OFM in consultation with the DSHS.

 

$Biennial updated estimates of revenues on sales taxes imposed on car rentals that is deposited into the multimodal transportation account.

Effective Date:  Ninety days after adjournment of session in which bill is passed.
