Brief Summary of Substitute Bill

$Jurisdiction of Paine Field Boulevard is transferred from Snohomish County to the Washington State Department of Transportation.

Background: 

In 1991 the Legislature designated the Transportation Improvement Board (TIB) to review requests from cities, counties, or the state for route jurisdiction transfers.  On January 21, 2000, Snohomish County requested that jurisdiction of Paine Field Boulevard be transferred from Snohomish County to the Washington State Department of Transportation.

Paine Field Boulevard is a principal urban arterial located in Snohomish County running between state route 525 and state route 526 that serves regionally oriented traffic in the area.  Under RCW 47.17.001(3)(d), such arterials ?should@ be designated part of the state highway system.  The TIB also determined that transferring the jurisdiction of Paine Field Boulevard from Snohomish County to the state would maintain continuity of the system by joining state routes at both ends and provides a bypass routing regionally oriented traffic.  These criteria are included in guidelines provided by the Legislature for determining when to convert an urban highway route to a state route, see RCW 47.17.001(4).

Consistent with the legislative guidelines, the TIB reviewed the request, determined that the transfer from county to state jurisdiction is appropriate, and recommends that the Legislature add Paine Field Boulevard to the state highway system.

Summary of Bill: 

Paine Field Boulevard is made part of state route 525.  Jurisdiction of Paine Field Boulevard is transferred from Snohomish County to the Washington State Department of Transportation.
