Background:

 

The Department of Licensing performed a fee analysis of fees charged in their Drivers and Vehicles Services areas.  The agency found that a variety of fees charged did not cover the costs of producing the materials or collecting the fee.

 

 

Summary of Amended Bill:

 

Ten transportation fees are increased.  The fees increased are:  identicards; duplicate drivers licenses, identicards and instruction permits; photo and non-photo instruction permits; copies of driver records; title applications; trip permits, and $30 registration fees on travel trailers and personal trailers greater than 2,000 pounds.  In addition, fees for title applications will be deposited into the Multimodal Transportation Account.

 

Amended Bill Compared to Substitute Bill:

 

The amended bill includes 16 more transportation fee increases.  The additional fees increased are:  moped registrations; original drivers license exams; agricultural driving permits; applications for motorcycle endorsements; motorcycle instruction permits; applications for commercial instruction permits; vehicle dealers place of business, subagency, and temporary subagency licenses, drivers training school applications, licenses, and renewals; and driving training school instructors applications and renewals.  In addition, registration fees for personal trailers under 2,000 pounds are increased; fees for International Fuel Tax Agreement decals are set; and distribution of the $30 registration fee is changed.  Finally, fee increases to fund traffic safety education are made.

Effective Date of Amended Bill:  The bill takes effect July 1, 2002, except sections 7, 9, and 28, relating to vehicle licensing tabs, which take effect September 1, 2002, and section 26, relating to International Fuel Tax Agreement decals, which take effect October 1, 2002.
