Title:  An act relating to the authority of the criminal justice training commission to own and operate training facilities.

Background:  The Criminal Justice Training Commission was established in 1974 to provide programs and standards for the training of criminal justice personnel.  Currently, the Criminal Justice Training Commission is authorized to lease training facilities, but is prohibited from purchasing or owning any training facilities without prior approval of the Legislature.  Its current training facility is located at 19010 First Avenue, Burien, Washington.

 

Summary of Bill:  The Criminal Justice Training Commission is authorized to purchase or otherwise acquire training facilities necessary for conducting its programs, subject to the approval of the Department of General Administration.  The Department of General Administration is authorized to transfer the Washington State Training and Conference Center, located at 19010 First Avenue, Burien, Washington, to the Criminal Justice Training Commission.

 

Appropriation:  None.

 

Fiscal Note:  Not requested.

 

Effective Date:  Ninety days after adjournment of session in which bill is passed.

 

Testimony For:  The Criminal Justice Training Commission has been managing their training facility for the past year.  Transferring the facility to their ownership will give the commission the ability to modify the facility to provide more room, which has been needed due to increasing demand for services provided by the commission.  The commission also needs to control the schedule of use of the facility.  The Department of General Administration supports this request.
