Majority Report:  That Substitute Senate Bill No. 5346 be substituted therefor, and the substitute bill do pass.

Background:  The operating and capital expenses of state government and its agencies and programs are funded on a biennial basis by an omnibus operations budget adopted by the Legislature in odd-numbered years.  The budget for the 1999-01 fiscal biennium was adopted by the 1999 Legislature and a supplemental budget was adopted in 2000.

 

State operating expenses are paid from the state General Fund and from various dedicated funds and accounts.
