Title:  An act relating to transferring the public printer to the department of general administration.

Background:  The public printer is approved by the Governor with the advice and consent of the Senate.  The public printer prints and binds the session laws, the journals, all bills, resolutions, and amendments of either the Senate or the House of Representatives; and the printing and binding of materials as may be ordered by all state officers, boards, commissions, and institutions.  Whenever in the judgment of the public printer, certain printing, ruling, binding, or supplies can be secured from private sources more economically than by doing the work or preparing supplies in the state printing plant, the public printer may order such work or supplies from private sources.

 

Summary of Bill:  The Office of Public Printer is abolished and its powers, duties, and functions are transferred to the Department of General Administration.  All employees of the Public Printer are transferred to the jurisdiction of the Department of General Administration.  Existing collective bargaining units, provisions of any collective bargaining agreements, or the right to bargain collectively by employees in the state printing plant are not altered.  The status quo is  preserved for the state printing plant for both disbursements and allotments.
