SENATE COMMITTEE ON TRANSPORTATION

Majority Report:  Do pass.

Signed by Senators Haugen, Chair; Gardner, Vice Chair; Benton, Eide, Horn, Johnson, Kastama, McAuliffe, Oke, Patterson, T. Sheldon, Shin and Swecker.

Staff:  Dean Carlson (786‑7305)

Background:  In 1998, the Legislature created the Agency Council on Coordinated Transportation, to coordinate transportation services, and programs that provide those transportation services, to achieve increased efficiencies and  provide a greater number of persons with special transportation needs.

In 1999, the Legislature created the Program for Agency Coordinated Transportation, which outlined specific objectives to facilitate a statewide approach to coordination and which  supports the development of community-based coordinated transportation systems.

Summary of Bill:  Language is added to the statute that creates the Program for Agency Coordinated Transportation (RCW 47.06B.015) that states "The legislature recognizes that the state has a responsibility to address transportation needs of persons with special transportation needs."

Appropriation:  None.

Fiscal Note:  Not requested.

Effective Date:  Ninety days after adjournment of session in which bill is passed.

Testimony For:  Nothing in the statute explicitly says this, only implicitly.  People need to get to locations for public services.  Some people that need these public services are trapped in their homes.  This really helps in rural areas.

Testimony Against:  None.

Testified:  Jeanne Ward, Agency Council on Coordinated Transportation; Sarajane Siegfried, State Independent Living Council; Teresa "Flying Eagle" Baird, State Independent Living Council; Lee Wilson, Peoples First; Jerry Otis, Everett Disability Resource Center.
