Committee Activity: Human Services & Corrections: 1/25/02 [DP].
SENATE COMMITTEE ON HUMAN SERVICES & CORRECTIONS
Majority Report: Do pass.
Signed by Senators Hargrove, Chair; Costa, Vice Chair; Carlson, Franklin, Hewitt, Kastama, Kohl‑Welles, Long and Stevens.
Staff: Tony Rugel (786‑7754)
Background: Often offenders who are convicted or plead guilty to buying sexual services from a prostitute are given a fine but are not incarcerated. Prostitutes, on the other hand, often do brief jail time. In addition, if an offender enters into a diversion agreement for a prostitution charge, there is no assessment of the usual diversion fee that is associated with other crimes.
Summary of Bill: The opportunity for equal treatment is given by creating a graduated fee schedule from $50 to $300 for offenders who enter into diversion agreements for crimes related to indecent exposure and prostitution.
Appropriation: None.
Fiscal Note: Requested on January 22, 2002.
Effective Date: Ninety days after adjournment of session in which bill is passed.
