Background:  The federal government has made known its intent to close military bases in the interests of economy.  These base closures are expected to occur within the next year or two.  There exists no formal governmental structure to facilitate the combined efforts of the Governor, the Legislature, local governments, private industry and the military to avert base closure in this state.

 

Summary of Bill:  The Military Facilities Task Force is created to coordinate statewide efforts to ensure the continued preeminence of the military bases in the state.  The primary goal of the task force is to facilitate the selective privatization of the infrastructure serving these bases.

 

The membership of the task force is the executive committee of the Joint Committee on Veterans' and Military Affairs, representatives from affected local governments, two non-elected community leaders appointed by the Governor, the military authorities of each military base who wish to participate, and the Governor or his or her designee who serves as chair and provides staff support.

 

Appropriation:  None.

 

Fiscal Note:  Requested on February 5, 2002.

 

Effective Date:  Ninety days after adjournment of session in which bill is passed.
