Directing a study on rebuilt vehicles.


    AN ACT Relating to identifying rebuilt vehicles; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  (1) The department shall conduct a study to determine the feasibility and impact of the following:

    (a) Extending the current definition of a salvage vehicle to apply to vehicles having a model year designation of a calender year that is at least twenty-five years before the calender year in which the vehicle was wrecked, destroyed, or damaged;

    (b) Disclosing on a vehicle's certificate of ownership and certificate of license registration that the vehicle was rebuilt after becoming a salvage vehicle.

    (2) In conducting the study, the department shall work cooperatively with industry stakeholders who, at a minimum, must include representatives from the vehicle wrecking industry, the salvage auction industry, the insurance industry, used car dealers, and the auto body repair industry.  The department must submit a report to the transportation committees of the house and senate by December 1, 2001, which must include recommendations on the required age a vehicle should be to be included in the definition of a salvage vehicle.
