    AN ACT Relating to the office of financial management; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  (1) The office of financial management must amend the capital budget instructions scheduled for release in Spring 2002, to request the following additional information from capital budget applicants:

    (a) For all proposed capital projects located in or serving city or county planning under RCW 36.70A.040:

    (i) Host city or county preferences for locating capital projects, as identified in the host city or county comprehensive plan, including the capital facility plan, and implementing rules adopted under chapter 36.70A RCW;

    (ii) Location within an adopted urban growth area:

    (A) If at all located within an adopted urban growth area boundary, whether a project facilitates, accommodates, or attracts planned population and employment growth;

    (B) If at all located outside an urban growth area boundary, the impact of a project on future development patterns;

    (b) For all proposed capital projects requesting state funding, including those specifically referenced above:

    (i) Regional coordination during project development, where applicable;

    (ii) Leveraging of local and additional funds;

    (iii) The examination of environmental outcomes and the reduction of adverse impacts.

    (2) The office of financial management, in fulfilling its duties under RCW 43.88.030(3) to create a capital budget document for the 2003-2005 biennium, must take into account information gathered under subsection (1) of this section.

    (3) The office of community development must provide staff support to the office of financial management and capital budget applicants, to help collect data required by subsection (1) of this section.
