Read first time 02/15/2002.  Referred to Committee on Transportation.

Addressing transportation improvement and financing.

AN ACT Relating to transportation improvement and financing; and creating a new section.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION.  Sec. 1.  The capacity of many of Washington state's transportation facilities have failed to keep up with the state's growth.  The Washington state blue ribbon commission examined the current state of Washington's transportation system and made recommendations to the governor and the legislature on how to improve those facilities.  The blue ribbon commission on transportation recommended that the legislature improve the efficiency and accountability of the state transportation system.  The commission also recommended that the legislature develop a package of new revenues to fund a comprehensive multimodal set of investments, which taken together with the recommended efficiency measures and reforms, will ensure a twenty-year program of preserving, optimizing, and expanding the state's transportation system.  The legislature intends to take action on those recommendations by enacting this act.
