_1 AN ACT Relating to the deposit of vehicle license fees;
_2 amending RCW 46.68.030; providing an effective date; and declaring
_3 an emergency.
_4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
_5 Sec. 1. RCW 46.68.030 and 1990 c 42 s 109 are each amended to read
_6 as follows:
_7 Except for proceeds from fees for vehicle licensing for
_8 vehicles paying such fees under RCW 46.16.070 and 46.16.085, and
_9 as otherwise provided for in chapter 46.16 RCW, all fees received
10 by the director for vehicle licenses under the provisions of
11 chapter 46.16 RCW shall be forwarded to the state treasurer,
12 accompanied by a proper identifying detailed report, and be
13 deposited to the credit of the motor vehicle fund, except that the
14 proceeds from the vehicle license fee and renewal license fee
15 shall be deposited by the state treasurer as hereinafter provided.
16 After July 1, ((1981, that portion)) 2001, $20.35
of each vehicle
17 license fee ((in excess of $7.40 and that portion)) and
$20.35 of
18 each renewal license fee ((in excess of $3.40))
shall be deposited

_1 in the state patrol highway account in the motor vehicle
fund((,
_2 hereby created)). Vehicle license fees, renewal
license fees, and
_3 all other funds in the state patrol highway account shall be for
_4 the sole use of the Washington state patrol for highway activities
_5 of the Washington state patrol, subject to proper appropriations
_6 and reappropriations therefor, for any fiscal biennium after June
_7 30, 1981, and twenty-seven and three-tenths percent of the
_8 proceeds from $7.40 of each vehicle license fee and $3.40 of each
_9 renewal license fee shall be deposited each biennium in the Puget
10 Sound ferry operations account. Any remaining amounts of vehicle
11 license fees and renewal license fees that are not deposited in
12 the Puget Sound ferry operations account shall be deposited in the
13 motor vehicle fund.
14 NEW SECTION. Sec. 2. This act is necessary for the immediate
15 preservation of the public peace, health, or safety, or support of
16 the state government and its existing public institutions, and
17 takes effect July 1, 2001.
