TO THE HONORABLE GARY LOCKE, GOVERNOR OF THE STATE OF WASHINGTON, AND TO THE HONORABLE SID MORRISON, SECRETARY OF THE WASHINGTON STATE DEPARTMENT OF TRANSPORTATION:
We, your Memorialists, the Senate and House of Representatives of the State of Washington, in legislative session assembled, respectfully represent and petition as follows:
WHEREAS, Lieutenant J.G. Scott Walter Kinkele was murdered on July 28, 2000, on Highway 20 in Skagit County while driving his car; and
WHEREAS, Lieutenant J.G. Kinkele was a graduate of the Naval Academy, was stationed at Whidbey Naval Air Station at the time of his death and planned to serve his country for many years to come; and
WHEREAS, Lieutenant J.G. Kinkele was considered an outstanding person and one of the best and brightest Naval Officers;
NOW, THEREFORE, Your Memorialists respectfully pray that the Department of Transportation erect a memorial to Lieutenant J.G. Kinkele at the location on Highway 20 where he was killed.
BE IT RESOLVED, That copies of this memorial be immediately transmitted to the Honorable Gary Locke, Governor of the State of Washington, and to the Honorable Sid Morrison, Secretary of the Washington State Department of Transportation.
