_1      BE IT RESOLVED, BY THE SENATE AND HOUSE OF REPRESENTATIVES OF

_2  THE STATE OF WASHINGTON, IN LEGISLATIVE SESSION ASSEMBLED:

_3      THAT, At the next general election to be held in this state the

_4  secretary of state shall submit to the qualified voters of the

_5  state for their approval and ratification, or rejection, an

_6  amendment to Article VII of the Constitution of the state of

_7  Washington by adding a new section to read as follows:

   

_8      Article VII, section . . ..  Any action by the legislature or any

_9  other taxing district that raises state or local revenue shall not

10  take effect unless the action is referred to and approved by the

11  people as provided in Article II, section 1 of this

12  Constitution.  This voter approval requirement is in lieu of the

13  referendum provisions of Article II, section 1 of this

14  Constitution.

   

15      BE IT FURTHER RESOLVED, That the secretary of state shall cause

16  notice of this constitutional amendment to be published at least

17  four times during the four weeks next preceding the election in

18  every legal newspaper in the state.
