            WHEREAS, In 1951, Washington State Ferries, formerly known as the Washington Toll Bridge Authority, recognized that ferries were a life line to many communities; and

            WHEREAS, Washington State Ferries (WSF), created to meet the growing demand for reliable ferry service, is the largest ferry system in the United States; and

            WHEREAS, The ferry system serves Pierce, King, Snohomish, Kitsap, Skagit, Island, San Juan, and Jefferson counties and provides additional service to British Columbia, Canada; and

            WHEREAS, In 1985, Michael “Terry” McCarthy began his tenure with Washington State Ferries as superintendent of finance and administration; and

            WHEREAS, Terry, as he is most commonly referred to, epitomizes the finest qualities in a public service executive, as he has an infinite capacity for hard work, vision and talent; and

            WHEREAS, McCarthy’s steady and focused leadership provided stability during times of transition and difficult challenges; and

            WHEREAS, Terry is always willing to assist legislators by agreeing to talk to any audience about ferries, no matter where they are or how antagonistic they might become; and

            WHEREAS, His grasp of WSF operations, budget and the legislative process has proved pivotal in policy and operational matters; and

            WHEREAS, On October 24, 2001, Washington State Ferries presented McCarthy with an award for his thirty years of state service; and

            WHEREAS, The entire WSF organization, including the WSF executive team, thanks Terry McCarthy for his many years of leadership, vision and dedicated service in his roles as finance and administration superintendent, acting director/CEO, and finally as deputy director;

            NOW, THEREFORE, BE IT RESOLVED, That the Washington State Senate recognize Terry McCarthy for his commitment and dedication to the state and wish him the best of luck in his retirement; and

            BE IT FURTHER RESOLVED, That copies of this resolution be immediately transmitted by the Secretary of the Senate to Terry McCarthy, Deputy Director of the Washington State Ferries; Michael G. Thorne, CEO of the Washington State Ferries; Douglas B. MacDonald, Secretary of Transportation; and Christopher Marr, Chair of the Washington State Transportation Commission.
