Finds that landowner assessments that are paid for the particular service of forest fire suppression should not lapse into the general fund, particularly when there are not adequate funds for the department of natural resources to fight fires.
Finds that it is in the public interest for interest earned on moneys in the landowner contingency forest fire suppression account to be credited to that account, and that moneys in the account should not lapse if they are not spent by the end of the biennium.
