(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Provides that, subject to the availability of funds appropriated for this specific purpose and to the conditions in this act, the higher education coordinating board may provide tuition and fee reimbursement to a certificated employee who is assigned to teach in one or more subjects in which the employee lacks the appropriate endorsements required by the state board of education.
