(DIGEST AS ENACTED)

     Establishes a joint committee on veterans' and military affairs.

     Provides that the joint committee on veterans' and military affairs has the following powers and duties:

     (1) To study veterans' issues, active military forces issues, and national guard and reserve component issues, and make recommendations to the legislature; and

     (2) To study structure and administration of the department of veterans affairs and the military department, and make recommendations to the legislature.

     Expires December 31, 2005.

     Provides that the joint committee on veterans' and military affairs shall study recommending legislation for the upcoming legislative session that requires the display of the national league of families' POW/MIA flag along with the flag of the United States and the flag of the state upon or near the principal building of the public entity on various holidays.
