(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Applies to a juvenile whose driving privilege has been revoked under RCW 46.20.265 but who is otherwise qualified to be licensed under that chapter.

     Applies to a petitioner engaged in an occupation, trade, apprenticeship, or on-the-job training that makes it essential that the petitioner operate a motor vehicle.

     Declares that, if transportation to and from a place of employment is essential, an occupational license may be granted.
