     Provides that, in order to provide Washington consumers who have a gross income above three hundred percent of the federal benefit rate with greater choices in where they may live and receive services, the department may develop two section 1915(c) of the federal social security act home and community-based waivers, one that will serve consumers living in licensed adult family homes and boarding homes and one that will serve consumers living in their own homes.
