(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Declares that, for the purposes of this act, "gainful employment" means employment or self-employment in which the monthly wages, including benefits provided by the employer, are equal to or greater than seventy percent of the monthly wages earned by the worker at the time of injury or the legal minimum wage, whichever is greater.
