     Declares that it is the policy of the state of Washington that each financial institution operating in this state has an affirmative and continuing obligation to respect the privacy of its customers, to provide its customers with control over the dissemination of their nonpublic personal information, and to protect the security and confidentiality of those customers' nonpublic personal information.
