     Declares an intent of this act to establish a framework for greater coordination of existing monitoring activities, to encourage monitoring and assessment activities most relevant to adopted local, state, and federal watershed health objectives, and to facilitate availability of monitoring and assessment information to agencies and organizations carrying out watershed health, salmon recovery, and water resources management planning and programs.
