     Declares that, for proceedings involving appeals of water right transfer and change decisions for water rights subject to a general stream adjudication, the petition shall be filed in the county in which the general stream adjudication is being conducted.

     Requires decisions of the department relating to the transfer or change of water rights subject to a general stream adjudication to be appealed from the pollution control hearings board only to the superior court conducting the adjudication.
