SB 6100 - DIGEST

     Declares that, except as provided in this act, any person operating a moving motor vehicle while holding a mobile telephone to his or her ear is guilty of a traffic infraction and subject to a thirty-five dollar fine.

     Does not apply to a person operating:  (1) An authorized emergency vehicle;

     (2) A moving motor vehicle using a mobile telephone in hands-free mode;

     (3) A moving motor vehicle who uses a hand-held mobile telephone to:  (a) Report illegal activity; (b) Summon medical or other emergency help; (c) Prevent injury to a person or property.

     Takes effect January 1, 2004.
