Declares that a state agency may not purchase a parcel of land in excess of five contiguous acres in a county in which public land, federal land, and tribal land together constitute more than seventy percent of the total area of the county, without the specific authorization of the appropriate county legislative authority.
Provides that, when land is purchased by a state agency, the agency must post a bond or otherwise financially guarantee that the land will be managed for the control of noxious weeds.
