     Proposes an amendment to the state Constitution to require a geographic distribution of initiative petition signatures.

     Provides that, after January 1, 2004, petition signatures must be distributed among the congressional districts of the state so that at least six of the congressional districts each have a number of valid signatures of legal voters equal to at least one-ninth of the number of signatures required to qualify the initiative for the ballot.
