EFFECT: Adjusts the date by one year for issuance of the Long-term Energy Supply Task Force report to the Legislature from December 31, 2003 to December 31, 2004; and adjusts the date by one year on which the Task Force authority expires from July 1, 2004 to July 1, 2005.
