   Strike everything after the enacting clause and insert the following:

 

   "Sec. 1. RCW 29.42.030 and 1987 c 295 s 12 are each amended to read as follows:

   The county central committee of each major political party shall consist of the precinct committee officers of the party from the several voting precincts of the county. The county auditor of each county must designate, for each major party, one precinct committee office for every four hundred to five hundred registered voters in a precinct. The county auditor may, following consultation with the chairs of the county central committees for all major parties, combine precincts for purposes of designating precinct committee offices if a precinct contains fewer than four hundred registered voters. The county auditor has discretion to designate more than one precinct committee office for each major party for each precinct if a precinct contains more than five hundred registered voters. Following each state general election held in even-numbered years, this committee shall meet for the purpose of organization at an easily accessible location within the county, subsequent to the certification of precinct committee officers by the county auditor and no later than the second Saturday of the following January. The authorized officers of the retiring committee shall cause notice of the time and place of such meeting to be mailed to each precinct committee officer at least seventy-two hours prior to the date of the meeting.

   At its organization meeting, the county central committee shall elect a chair and vice-chair who must be of opposite sexes; it shall also elect a state committeeman and a state committeewoman."

EFFECT: Strikes the original bill. Requires county auditors to designate, for each major party, a precinct committee office for every 400 to 500 registered voters in the precinct. After consulting the chairs of the county central committees for all major parties, the county auditor may combine precincts for purposes of designating precinct committee offices if a precinct contains fewer than four hundred registered voters. The county auditor also has discretion to designate more than one precinct committee office per party per precinct if a precinct contains more than 500 registered voters.
