Renumber the remaining sections consecutively and correct internal references accordingly.

Correct the title.

EFFECT: Strikes the sections of the bill authorizing watershed agreements on a pilot project basis, requiring reports regarding the agreements, and establishing a deadline for establishing new agreements.
