EFFECT: Restores the existing prohibition on the use of Roentgen rays and radium for diagnostic or therapeutic purposes and electricity for surgical purposes in the practice of physical therapy. Requires that physical therapists have a referral from or consultation with an authorized health care provider before performing wound care for patients. Removes the Secretary of Health's authority to authorize the purchase and use of drugs and devices by a physical therapist, beyond what is specified in statute.
