On page 1, line 5 of the amendment, strike all of line 5

EFFECT: Adds Yakima county back into the list of counties where a declaratory judgment action challenging an agency rule may be filed. The result will be that the underlying amendment will add the following counties, in addition to Thurston county, as counties where declaratory judgment actions may be filed: King, Pierce, Snohomish, Spokane, and Yakima.
