On page 2, beginning on line 5, after "court" strike "of Thurston county or Yakima county" and insert "((of Thurston county))

On page 2, line 11, after "question." insert "A petition for declaratory judgment under this section may be brought in the superior court of: (i) Any county where property owned by the petitioner may be affected by the rule; or (ii) Thurston county."

EFFECT: Provides that a declaratory judgment action challenging the validity of a rule may be filed in any county where the petitioner's property is affected (in addition to in Thurston county). Removes the addition of Yakima county as a place where these actions may be filed.
